Chief Economist / Head of Secretariat

The Irish Fiscal Advisory Council is the State’s independent budgetary watchdog. It is responsible for assessing the Government’s overall budgetary stance, its forecasts and fiscal rules.

Position

The Council is now seeking to fill the position of Chief Economist / Head of Secretariat for a minimum period of one year.

The successful candidate will manage the Council’s full-time staff; its Secretariat, which is made up of four economists and an administrator. The Chief Economist / Head of Secretariat will work closely with Council members drawn from academia, think-tanks, and international organisations. They will be responsible to the members of the Council and will report directly to the Chair.

This is a senior role. It presents an exciting opportunity for an ambitious individual to develop their career and have a positive impact on Irish policy. The Council embraces remote working and operates a highly flexible coordinated hybrid working policy.

Key responsibilities

The key responsibilities of the role will include:

  • delivering the Council’s work and research
  • preparing its Fiscal Assessment Reports
  • helping produce macroeconomic forecasts for endorsements
  • ensuring the Council’s work plan is delivered to high standards
  • overseeing governance, HR, finance, budgeting, and reporting
  • overseeing and managing the Secretariat
  • liaising directly with the Chair and other Council members
  • contributing to Council meetings
  • liaising directly with the Council’s stakeholders
  • representing the Council at events and in the media

Key requirements

The successful candidate should ideally have:

  • a Master’s degree or higher in Economics and an excellent knowledge of macroeconomics and the public finances
  • at least ten years’ experience as a professional economist, including experience of managing a team
  • excellent skills as an economist and knowledge of econometrics
  • in-depth knowledge of the Irish economy
  • knowledge of relevant European institutions
  • a thorough understanding of the Council’s role
  • excellent report writing skills
  • the ability to develop research ideas
  • a track record of excellent project management
  • proven leadership skills
  • flexibility to work on administrative and economic matters

Terms & Conditions

The successful candidate will be appointed on a temporary basis for at least one year, with a possibility to extend. The position may be filled on a secondment basis. Terms and conditions will be in line with the Irish civil service and a probation period of 6 months will apply. The Council’s offices are shared with the ESRI at Sir John Rogerson’s Quay, Dublin 2.

Salary

The Economist salary is linked to the civil service scale for a Principal Officer (Standard Scale PPC), which starts at €104,971.    

Entry will normally be at the start of the scale and remuneration may be adjusted in line with Government pay policy. Different pay/conditions may apply if the appointee is already a serving Civil or Public Servant.
